Narrative:

I assumed position aware that the handoff line to san juan center was OTS. The 'ring' line was reportedly working. At approximately XA45Z, I made an automated handoff to sju. When it wasn't accepted, I had my 'D' side call with a manual handoff. The line was not answered. I issued a 360 degree turn to the aircraft to avoid the airspace. The aircraft penetrated sju in the turn. It was discovered that sju had a complete failure, ie, fdio, frequencys, radar, etc. Had we not called sju on the telephone, we never would have found out the problem. We should have been made aware of sju's situation immediately to avoid this problem.

Title: A COMPLETE PWR FAILURE AT AN ADJACENT ATC FACILITY PREVENTED THE CTLR FROM MAKING AN AUTOMATED OR MANUAL HDOF. BY THE TIME THE CTLR WAS ABLE TO ISSUE A TURN TO THE ACFT, IT HAD PENETRATED THE ADJACENT FACILITY AIRSPACE.

Narrative: I ASSUMED POS AWARE THAT THE HDOF LINE TO SAN JUAN CTR WAS OTS. THE 'RING' LINE WAS REPORTEDLY WORKING. AT APPROX XA45Z, I MADE AN AUTOMATED HDOF TO SJU. WHEN IT WASN'T ACCEPTED, I HAD MY 'D' SIDE CALL WITH A MANUAL HDOF. THE LINE WAS NOT ANSWERED. I ISSUED A 360 DEG TURN TO THE ACFT TO AVOID THE AIRSPACE. THE ACFT PENETRATED SJU IN THE TURN. IT WAS DISCOVERED THAT SJU HAD A COMPLETE FAILURE, IE, FDIO, FREQS, RADAR, ETC. HAD WE NOT CALLED SJU ON THE TELEPHONE, WE NEVER WOULD HAVE FOUND OUT THE PROB. WE SHOULD HAVE BEEN MADE AWARE OF SJU'S SIT IMMEDIATELY TO AVOID THIS PROB.
