Narrative:

During taxi out, taxied onto an active runway which had previously been used as a taxiway to reach the assigned runway. The previous taxi clearance to the runway we were using was always 'taxi to runway 23L/right via taxiway U, runway 28, hold short of runway 23L.' the hold short lines for runway 23L are on runway 28. This morning, the clearance was, 'taxi to runway 23R via taxiway U, runway 28, hold short of runway 28.' this clearance was given during the briefing section of our taxi checklist. Although the clearance was read back by the first officer, the 'hold short of runway 28' didn't register and we continued our taxi beyond taxiway U onto runway 28 to the hold short line for runway 23L before we were notified of our mistake. Possible recommendations to prevent future occurrences: 1) complete captain's briefing before leaving gate. 2) rechk clearance with controller before taxiing onto or across any runway. 3) readback of all taxi clearance. 4) more progressive taxi instructions given by ground control. Callback conversation with reporter revealed the following information: reporter states that there is presently some construction on runway 28, the installation of wig-wag lights at the hold short line on the runway at the entrance to runway 23L. This may be why they were requested to hold short of runway 28 which is unusual. It is very abnormal to have a hold short line painted on a runway and that confuses many pilots. As they taxied on the runway there was no word from ground at all to let them know of the error. It was when they switched to tower and were requested to contact ground again that they were notified of the error and told to contact tower. Reporter suggestion is a parallel taxiway to runway 28 on the north side of that runway so it would be clear when runway 23L begins. This was the first day and the first trip for the pairing of this flight crew. Reporter and company have reviewed the situation but FAA has not been involved.

ALTHOUGH THE CLRNC WAS READ BACK BY THE FO, THE 'HOLD SHORT OF RWY 28' DIDN'T REGISTER AND WE CONTINUED OUR TAXI BEYOND TXWY U ONTO RWY 28 TO THE HOLD SHORT LINE FOR RWY 23L BEFORE WE WERE NOTIFIED OF OUR MISTAKE. POSSIBLE RECOMMENDATIONS TO PREVENT FUTURE OCCURRENCES: 1) COMPLETE CAPT'S BRIEFING BEFORE LEAVING GATE. 2) RECHK CLRNC WITH CTLR BEFORE TAXIING ONTO OR ACROSS ANY RWY. 3) READBACK OF ALL TAXI CLRNC. 4) MORE PROGRESSIVE TAXI INSTRUCTIONS GIVEN BY GND CTL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THERE IS PRESENTLY SOME CONSTRUCTION ON RWY 28, THE INSTALLATION OF WIG-WAG LIGHTS AT THE HOLD SHORT LINE ON THE RWY AT THE ENTRANCE TO RWY 23L. THIS MAY BE WHY THEY WERE REQUESTED TO HOLD SHORT OF RWY 28 WHICH IS UNUSUAL. IT IS VERY ABNORMAL TO HAVE A HOLD SHORT LINE PAINTED ON A RWY AND THAT CONFUSES MANY PLTS. AS THEY TAXIED ON THE RWY THERE WAS NO WORD FROM GND AT ALL TO LET THEM KNOW OF THE ERROR. IT WAS WHEN THEY SWITCHED TO TWR AND WERE REQUESTED TO CONTACT GND AGAIN THAT THEY WERE NOTIFIED OF THE ERROR AND TOLD TO CONTACT TWR. RPTR SUGGESTION IS A PARALLEL TXWY TO RWY 28 ON THE N SIDE OF THAT RWY SO IT WOULD BE CLR WHEN RWY 23L BEGINS. THIS WAS THE FIRST DAY AND THE FIRST TRIP FOR THE PAIRING OF THIS FLC. RPTR AND COMPANY HAVE REVIEWED THE SIT BUT FAA HAS NOT BEEN INVOLVED.
