Narrative:

Aircraft #1: IFR, 7000 ft, northbound, 005 degree radial on ZTL frequency 127.5. Broken cloud layer from approximately 4000-8000 ft, at times IMC. Aircraft #2: traveling south, appeared from behind clouds, descending past our left wing very close. I advised center of this incident and was told 'that's a C130 descending out of 9000 ft, he's VFR.' I did not hear a TA for either aircraft.

Title: A PA28 ARROW ENCOUNTERS A LOCKHEED C130 FLYING IN THE OPPOSITE DIRECTION WHILE UNDER THE CTL OF ZTL, GA. NO EVASIVE MANEUVERING IS REQUIRED.

Narrative: ACFT #1: IFR, 7000 FT, NBOUND, 005 DEG RADIAL ON ZTL FREQ 127.5. BROKEN CLOUD LAYER FROM APPROX 4000-8000 FT, AT TIMES IMC. ACFT #2: TRAVELING S, APPEARED FROM BEHIND CLOUDS, DSNDING PAST OUR L WING VERY CLOSE. I ADVISED CTR OF THIS INCIDENT AND WAS TOLD 'THAT'S A C130 DSNDING OUT OF 9000 FT, HE'S VFR.' I DID NOT HEAR A TA FOR EITHER ACFT.
