Narrative:

Upon preflight walkaround I noticed something sticking up from the upper surface of the right wing. I called for maintenance. They removed foil 'speed tape' from the upper surface. About 20-30 ft long, 3 inches wide and replaced it with new 'speed tape.' my next question to the maintenance department was, 'is this an approved procedure for repairs?' the mechanic assured me that this was approved. I wonder with all the discussion about contaminated wing surfaces and ice and deicing that this seems contrary to good and safe repair procedures. This aircraft came out of a 40000 cycle inspection 2 legs earlier with roll control problems but nobody feels this is an issue.
