Narrative:

On sep/xa/97 I was flying a cadet PA28-161 in the area of mxe VOR. I was on a return cross country from newport news, va, when I apparently entered the edge of phl's class B airspace by accident. When I returned to my home airport in N43, I was given a message to call phl approach. I immediately called and was xferred to phl's ATC manager. He told me the call was only an educational call and that I had penetrated phl's class B airspace. He told me that he understood how light a cherokee is and he also knew how bad the wind and turbulence was and that it would be very easy to accidentally be blown into the airspace. Again, he said it was only an educational phone call. I apologized and thanked him for the call and we hung up.

Title: PVT PLT OF A PA28-161 ENTERS THE PHL CLASS B AIRSPACE WITHOUT PERMISSION. PLT WAS NOT ON FREQ AND HAD LATER RECEIVED A PHONE CALL FROM APCH CTL SUPVR REGARDING HIS ENTRY. THE CALL WAS 'EDUCATIONAL.' THE SUPVR ACTUALLY MADE EXCUSES FOR THE PLT REGARDING THE 'WIND AND TURB.'

Narrative: ON SEP/XA/97 I WAS FLYING A CADET PA28-161 IN THE AREA OF MXE VOR. I WAS ON A RETURN XCOUNTRY FROM NEWPORT NEWS, VA, WHEN I APPARENTLY ENTERED THE EDGE OF PHL'S CLASS B AIRSPACE BY ACCIDENT. WHEN I RETURNED TO MY HOME ARPT IN N43, I WAS GIVEN A MESSAGE TO CALL PHL APCH. I IMMEDIATELY CALLED AND WAS XFERRED TO PHL'S ATC MGR. HE TOLD ME THE CALL WAS ONLY AN EDUCATIONAL CALL AND THAT I HAD PENETRATED PHL'S CLASS B AIRSPACE. HE TOLD ME THAT HE UNDERSTOOD HOW LIGHT A CHEROKEE IS AND HE ALSO KNEW HOW BAD THE WIND AND TURB WAS AND THAT IT WOULD BE VERY EASY TO ACCIDENTALLY BE BLOWN INTO THE AIRSPACE. AGAIN, HE SAID IT WAS ONLY AN EDUCATIONAL PHONE CALL. I APOLOGIZED AND THANKED HIM FOR THE CALL AND WE HUNG UP.
