B727-200. After takeoff from sju, through 7000 ft, the flight attendant came up to the cockpit and notified us of a door strap hanging outside the left service door. We circled about 25 mi north of sju at 10000 ft, dumped to landing weight and returned to sju for landing. No further incidents. Supplemental information from acn 381538: maintenance control advised crew to return to sju. Fuel dumped. ATC notified prior to dump.

Title: B727-200 RETURNS TO SJU AFTER DUMPING FUEL. THE FORWARD L DOOR WAS CLOSED WITH THE SAFETY RESTRAINING STRAP ON THE EXTERIOR. THE FLT ATTENDANT NOTICED THIS BY THE NOISE THE STRAP MADE ON THE OUTSIDE OF THE ACFT.
