Narrative:

Prior to leaving for cross country training flight I received a WX briefing advising ceiling of 3000 ft and better with unrestr visibility. Upon climb out I encounter WX approximately 9 mi northwest of tzr. Heavy cloud cover at 1700 ft MSL and strong winds counter to my WX briefing. I had to fly at 1700 ft MSL and all the way down to 1450 ft MSL skirting the 5 mi inner ring of class C at port columbus (cmh). To avoid serious cloud cover I made several altitude adjustments and course deviations. I was in radio contact with dayton radio (rco) during this period. They advised they were still forecasting 'clear along your route.' I gave a pilot report and returned to tzr (boston field). The WX briefing was inaccurate. As a low time pilot this was somewhat stressful.

Title: STUDENT PLT ENCOUNTERS WX NOT AS FORECAST ON XCOUNTRY FLT. CONTACTING APCH HE IS GIVEN THE SAME RPT OF CLR ALONG YOUR RTE. HE DECIDES TO RETURN TO DEP ARPT.

HVY CLOUD COVER AT 1700 FT MSL AND STRONG WINDS COUNTER TO MY WX BRIEFING. I HAD TO FLY AT 1700 FT MSL AND ALL THE WAY DOWN TO 1450 FT MSL SKIRTING THE 5 MI INNER RING OF CLASS C AT PORT COLUMBUS (CMH). TO AVOID SERIOUS CLOUD COVER I MADE SEVERAL ALT ADJUSTMENTS AND COURSE DEVS. I WAS IN RADIO CONTACT WITH DAYTON RADIO (RCO) DURING THIS PERIOD. THEY ADVISED THEY WERE STILL FORECASTING 'CLR ALONG YOUR RTE.' I GAVE A PLT RPT AND RETURNED TO TZR (BOSTON FIELD). THE WX BRIEFING WAS INACCURATE. AS A LOW TIME PLT THIS WAS SOMEWHAT STRESSFUL.
