Narrative:

Aircraft landing rvl. Advised WX unavailable and gave appropriate AWOS frequency. Pilot contacted that then advised he wanted the localizer runway 6 approach. I issued the approach clearance and had him contact unicom. Upon commenting to another controller that the pilot was in an 11 mi procedure turn, he informed me he thought the localizer was OTS. Later we found out it was but there was no way to inform the pilot. I was never briefed on this outage. Luckily, the pilot completed the approach in fog and landed. His IFR cancellation was received 25 mins after the approach clearance was issued. This was an extremely unsafe situation that did not have to happen.

Title: A C172 WAS GIVEN A LOC APCH AND SWITCHED TO THE UNICOM FREQ BEFORE THE RPTR LEARNED THE LOC WAS OTS.

Narrative: ACFT LNDG RVL. ADVISED WX UNAVAILABLE AND GAVE APPROPRIATE AWOS FREQ. PLT CONTACTED THAT THEN ADVISED HE WANTED THE LOC RWY 6 APCH. I ISSUED THE APCH CLRNC AND HAD HIM CONTACT UNICOM. UPON COMMENTING TO ANOTHER CTLR THAT THE PLT WAS IN AN 11 MI PROC TURN, HE INFORMED ME HE THOUGHT THE LOC WAS OTS. LATER WE FOUND OUT IT WAS BUT THERE WAS NO WAY TO INFORM THE PLT. I WAS NEVER BRIEFED ON THIS OUTAGE. LUCKILY, THE PLT COMPLETED THE APCH IN FOG AND LANDED. HIS IFR CANCELLATION WAS RECEIVED 25 MINS AFTER THE APCH CLRNC WAS ISSUED. THIS WAS AN EXTREMELY UNSAFE SIT THAT DID NOT HAVE TO HAPPEN.
