Narrative:

Near miss on lax approach, frequency 120.95, altitude 2000 ft. Socal approach/lax tower. Location: ILS runway 25R, taxiway left. On approach to lax we were switched from runway 25L to runway 25R to accommodate an A320 that was high at our 9 O'clock position and who was cleared visual to runway 25L. Approach informed us that he had us in sight. Other flight appeared approximately 1500- 2000 ft above us in a high bank/sink as he attempted a play for runway 25L. As we switched to lax tower the other flight was disappearing to almost directly above us at our 8 O'clock position. TCASII showed him 300-400 ft above us. We asked tower if he still had us in sight and they responded that they were not talking to him. TCASII showed our plots merged in the 5 mi scale the entire time. When he moved below us at 400 ft, the TA became an RA and we responded to the climb message by executing a missed approach. It is my opinion that approach should have directed the other flight to discontinue his approach when it became apparent that his high sink/track was going to cross our path and overshoot him across the runway 25R localizer. This was unsafe. (We received approximately 4 runway changes after the missed approach before landing on runway 24R -- too many for a high density environment.)

Title: B767 PIC RPT ON AN NMAC WITH A FOREIGN CARRIER ON A VISUAL APCH TO LAX. RPTR LAMENTS THE FACT THAT ATC LOST CTL OF THE SIT IN NOT MAKING THIS OTHER ACFT GAR AFTER HE OVERSHOT HIS ASSIGNED RWY AND NOT ONLY MERGED WITHIN HIS TCASII BUT DSNDED THROUGH HIS ALT. RPTR HAD TO GO AROUND AND THEN WENT THROUGH 4 DIFFERENT RWY ASSIGNMENTS PRIOR TO LNDG.

IT IS MY OPINION THAT APCH SHOULD HAVE DIRECTED THE OTHER FLT TO DISCONTINUE HIS APCH WHEN IT BECAME APPARENT THAT HIS HIGH SINK/TRACK WAS GOING TO CROSS OUR PATH AND OVERSHOOT HIM ACROSS THE RWY 25R LOC. THIS WAS UNSAFE. (WE RECEIVED APPROX 4 RWY CHANGES AFTER THE MISSED APCH BEFORE LNDG ON RWY 24R -- TOO MANY FOR A HIGH DENSITY ENVIRONMENT.)
