Narrative:

Overzealous first officer assumed directions for another aircraft while on approach control with ohare. While heading northwest, turned direct to ord VOR (approximately 060 degrees inbound) and changed frequency to 128.35. When on 128.35, they advised return to previous frequency. Frequency congestion heavy due to volume of traffic. Controller rerouted us to another northeast heading and queried if we received clearance to lower altitude. Of course, we had not. Conclusion: first officer error which should not have been allowed by captain.

Title: AN ACR CAPT OF AN MLG RPTS THAT HIS FO RESPONDED TO ANOTHER ACR'S CLRNC DURING AN APCH. APPARENTLY, THE CAPT WAS CONSUMED BY OTHER DUTIES BECAUSE THE FO TURNED AND SWITCHED FREQ AND THIS LED TO CORRECTIVE ACTION BY THE VERY BUSY CTLR.

WHEN ON 128.35, THEY ADVISED RETURN TO PREVIOUS FREQ. FREQ CONGESTION HVY DUE TO VOLUME OF TFC. CTLR REROUTED US TO ANOTHER NE HEADING AND QUERIED IF WE RECEIVED CLRNC TO LOWER ALT. OF COURSE, WE HAD NOT. CONCLUSION: FO ERROR WHICH SHOULD NOT HAVE BEEN ALLOWED BY CAPT.
