Narrative:

After cleared for a visual approach we were switched over late to tower. We were unable to receive a landing clearance due to continuous transmission on tower frequency. The runway was clear. All txwys were clear and I considered it safer to land rather than execute a go around without being able to notify tower. Supplemental information from acn 380347: captain advised me to continue to landing. I concurred and landed normally.

I CONCURRED AND LANDED NORMALLY.
