Narrative:

On sep/xa/97 I inadvertently took a trip that did not give me 24 hours rest in a 7 day period. I worked 4 days straight then had 2 days of recurrent ground school. I had previously been scheduled for jury duty on sep/xa/97, but was excused from it the day before. I called scheduling and told them I was ok for duty. At my air carrier, if you have jury duty on a previous day off (which was the case) you lose the day off. I was mistaken on the status of the next day which should have reverted to an off day. On the morning of sep/xa/97 I was called for a trip which the captain didn't show up but during our conversation finally did. 20 mins later, called for a quick call (90 min report) for a 1 day. On the drive to the airport I was concerned that I hadn't had legal rest but the computer at scheduling didn't flag an illegality. I tried to call pilot group hotline to get answer about ground school affecting the duty/rest period. They weren't open yet, so no answer. I was satisfied by no legality problems from scheduling. Later I called scheduling again to ask about double-up and asked about ground school. She responded 'oh no' you are not legal to fly. I asked about the computer not flagging the insertion of a trip into my line. She said it did flag it but she overrode it because she thought she was overriding jury duty. This was the first I had heard of the computer flagging the situation. I then deadheaded home. Looking over the event it is evident that this was a very confusing scheduling problem, especially considering the time constraints of a quick call. Perhaps a supervisor only should override legal issues or the program should show why someone is illegal. Pilots are well aware of duty/rest periods for flying but on the once per yr ground school or simulator aren't accustomed to applying the dates since they seldom are mixed in with several days of flying. I believe this was an inadvertent mistake on both parties and lessons are learned.

WHEN HE WAS RELEASED FROM JURY DUTY THE CREW SCHEDULER OVERRODE THE ILLEGAL NOTATION ON THE COMPANY COMPUTER AND PLT RPTED FOR FLT DUTY. LATER CONVERSATION REVEALED THE ERROR AND PLT DEADHEADED HOME.

LATER I CALLED SCHEDULING AGAIN TO ASK ABOUT DOUBLE-UP AND ASKED ABOUT GND SCHOOL. SHE RESPONDED 'OH NO' YOU ARE NOT LEGAL TO FLY. I ASKED ABOUT THE COMPUTER NOT FLAGGING THE INSERTION OF A TRIP INTO MY LINE. SHE SAID IT DID FLAG IT BUT SHE OVERRODE IT BECAUSE SHE THOUGHT SHE WAS OVERRIDING JURY DUTY. LOOKING OVER THE EVENT IT IS EVIDENT THAT THIS WAS A VERY CONFUSING SCHEDULING PROB, ESPECIALLY CONSIDERING THE TIME CONSTRAINTS OF A QUICK CALL. PERHAPS A SUPVR ONLY SHOULD OVERRIDE LEGAL ISSUES OR THE PROGRAM SHOULD SHOW WHY SOMEONE IS ILLEGAL. PLTS ARE WELL AWARE OF DUTY/REST PERIODS FOR FLYING BUT ON THE ONCE PER YR GND SCHOOL OR SIMULATOR AREN'T ACCUSTOMED TO APPLYING THE DATES SINCE THEY SELDOM ARE MIXED IN WITH SEVERAL DAYS OF FLYING. I BELIEVE THIS WAS AN INADVERTENT MISTAKE ON BOTH PARTIES AND LESSONS ARE LEARNED.
