Narrative:

Operating as commuter on the ground in wenatchee (eat). I, as first officer, called ZSE on frequency 126.10 for clearance to walla walla (alw). Company dispatcher filed flight direct to moses lake VOR, thence victor airway to alw. On this day, moses lake VOR was notamed OTS. As the flight was holding short of the departing runway, ARTCC cleared us as filed. This required us to fly directly to a VOR which was OTS. I questioned the controller regarding this invalid clearance. He simply cleared us to an intersection 17 DME off of a radial from eat VOR. Had I not questioned the validity of the clearance, ours as well as many other flts might have been erroneously and possibly tragically cleared. Had this day been a bad WX day, and due to the high terrain in close proximity to eat airport, these continuing oversights by ZSE are going to make front page headlines. I fly in and out of eat twice a day with an ever increasing stress level not conducive to the 'safe airline cockpit.' with numerous air carrier operations, GA aircraft, sailplanes and forest service tanker operations, there is very little room for the continuing oversights, errors and confusion we as flcs experience. I firmly recommend special training be required for ARTCC, flcs and dispatchers, as well as a special designation with special procedures for all who operate in eat.

I FLY IN AND OUT OF EAT TWICE A DAY WITH AN EVER INCREASING STRESS LEVEL NOT CONDUCIVE TO THE 'SAFE AIRLINE COCKPIT.' WITH NUMEROUS ACR OPS, GA ACFT, SAILPLANES AND FOREST SVC TANKER OPS, THERE IS VERY LITTLE ROOM FOR THE CONTINUING OVERSIGHTS, ERRORS AND CONFUSION WE AS FLCS EXPERIENCE. I FIRMLY RECOMMEND SPECIAL TRAINING BE REQUIRED FOR ARTCC, FLCS AND DISPATCHERS, AS WELL AS A SPECIAL DESIGNATION WITH SPECIAL PROCS FOR ALL WHO OPERATE IN EAT.
