Narrative:

This incident occurred on flight xx from ord to ewr. Approaching shaff intersection on the shaff arrival, new york TRACON issued holding instructions that we were unable to comply with due to WX. ATC then issued a vector that we also could not comply with due to WX. The controller then stated that we were now an emergency aircraft and could proceed on our current heading and handed us off to approach control. We landed at ewr a few mins later. We were not in an emergency situation but could not comply with the controller's instructions due to numerous cells in the area. Supplemental information from acn 380091: approaching shaff intersection, ATC issued holding instructions for shaff intersection. We were unable to comply with holding due to WX at shaff. ATC then issued us a turn towards the area of heaviest WX which we were again unable to comply with. ATC then declared us an emergency aircraft. Controller was very busy and apparently didn't have time to further assist us, so he declared us an emergency aircraft and handed us off.
