Narrative:

Used captain's authority/authorized under far 121.557 to turn 160 degrees to avoid severe WX on lga arrival. Controller would not allow deviations of any sort in order to assure aircraft safety. Managed to declare emergency and squawk 7700 on transponder in order to make sharp right turn. Once clear of severe WX returned to normal operation and landed lga without further incident.
