Narrative:

A nose landing gear lock pin was installed as a precaution for tire change. The task card carried only a warning to install the pin. There were no direct signoffs for installation or removal of pin of task card signoffs. Carrier's general maintenance manual calls out for a logbook entry to cover procedure for the gear pin. Mechanics were unaware of the requirement for a logbook entry pertaining to gear pin installation. In an attempt to complete all the necessary paperwork for an on-time departure, removal of the pin was inadvertently overlooked. Aircraft departed station with the pin installed and returned after gear would not retract. Upon return to gate the pin was removed and the aircraft departed station without further incident. Unfamiliarity with the paperwork, as it was contract maintenance and time constraints led to the incident.

Title: A B737-400 RETURNED TO THE FIELD DUE TO UNABLE TO RETRACT THE NOSE LNDG GEAR CAUSED BY THE NOSE GEAR LOCK PIN INSTALLED FOR MAINT AND NOT REMOVED.

Narrative: A NOSE LNDG GEAR LOCK PIN WAS INSTALLED AS A PRECAUTION FOR TIRE CHANGE. THE TASK CARD CARRIED ONLY A WARNING TO INSTALL THE PIN. THERE WERE NO DIRECT SIGNOFFS FOR INSTALLATION OR REMOVAL OF PIN OF TASK CARD SIGNOFFS. CARRIER'S GENERAL MAINT MANUAL CALLS OUT FOR A LOGBOOK ENTRY TO COVER PROC FOR THE GEAR PIN. MECHS WERE UNAWARE OF THE REQUIREMENT FOR A LOGBOOK ENTRY PERTAINING TO GEAR PIN INSTALLATION. IN AN ATTEMPT TO COMPLETE ALL THE NECESSARY PAPERWORK FOR AN ON-TIME DEP, REMOVAL OF THE PIN WAS INADVERTENTLY OVERLOOKED. ACFT DEPARTED STATION WITH THE PIN INSTALLED AND RETURNED AFTER GEAR WOULD NOT RETRACT. UPON RETURN TO GATE THE PIN WAS REMOVED AND THE ACFT DEPARTED STATION WITHOUT FURTHER INCIDENT. UNFAMILIARITY WITH THE PAPERWORK, AS IT WAS CONTRACT MAINT AND TIME CONSTRAINTS LED TO THE INCIDENT.
