Narrative:

I was relieving a controller from a radar position. As part of the relief briefing, an aircraft was mentioned that had just received an IFR popup clearance. I accepted the sector. Another sector called questioning the aircraft's route of flight. During this time I pointed out the popup aircraft to the sector. He was in to verify they knew he would be aerial mapping at an altitude of 16000 ft to FL190. This was not a pointout for clearance, but a pointout to verify all flight information. Subsequently there was an investigation into the sequence of events leading to his clearance and if any pointout ws made prior to IFR clearance issuance.

Title: POSSIBLE SIT IN WHICH A POPUP ACFT WAS GIVEN AN IFR CLRNC WITHOUT COORD WITH THE SECTOR IN WHICH THE ACFT WAS OPERATING.

Narrative: I WAS RELIEVING A CTLR FROM A RADAR POS. AS PART OF THE RELIEF BRIEFING, AN ACFT WAS MENTIONED THAT HAD JUST RECEIVED AN IFR POPUP CLRNC. I ACCEPTED THE SECTOR. ANOTHER SECTOR CALLED QUESTIONING THE ACFT'S RTE OF FLT. DURING THIS TIME I POINTED OUT THE POPUP ACFT TO THE SECTOR. HE WAS IN TO VERIFY THEY KNEW HE WOULD BE AERIAL MAPPING AT AN ALT OF 16000 FT TO FL190. THIS WAS NOT A POINTOUT FOR CLRNC, BUT A POINTOUT TO VERIFY ALL FLT INFO. SUBSEQUENTLY THERE WAS AN INVESTIGATION INTO THE SEQUENCE OF EVENTS LEADING TO HIS CLRNC AND IF ANY POINTOUT WS MADE PRIOR TO IFR CLRNC ISSUANCE.
