Narrative:

Our aircraft was cleared for immediate takeoff on runway 16 approximately AB50 pm EST at richmond international airport. Upon climb out we came into contact visually with a military B707 on a converging course in a left climbing turn. I had to take the aircraft from the first officer as he could not see traffic from his side and executed an immediate right turn to evade the military B707. I then queried the tower. I was never informed about the location of traffic after takeoff and was surprised when I had to turn to avoid him. I feel I was left out of the loop in the communication process and had several problems with approach and tower at ric airport. I feel that takeoff clearance for my aircraft should have never been granted and the location of the B707 should have made more clear to us. I called the tower supervisor of ric and he informed me that the B707 should not have turned left and was not instructed to do so. I believe that the B707 should have executed a right turn versus left and/or followed the published procedure to avoid us.

Title: BE02 PIC TAKES CTLS FROM FO ON DEP SO AS TO AVOID A CONVERGING MIL B707 IN A POTENTIAL CONFLICT WITH THEIR DEP COURSE. RPTR COMPLAINS OF RIC TWR AND TRACON CTLR PROCS.

Narrative: OUR ACFT WAS CLRED FOR IMMEDIATE TKOF ON RWY 16 APPROX AB50 PM EST AT RICHMOND INTL ARPT. UPON CLBOUT WE CAME INTO CONTACT VISUALLY WITH A MIL B707 ON A CONVERGING COURSE IN A L CLBING TURN. I HAD TO TAKE THE ACFT FROM THE FO AS HE COULD NOT SEE TFC FROM HIS SIDE AND EXECUTED AN IMMEDIATE R TURN TO EVADE THE MIL B707. I THEN QUERIED THE TWR. I WAS NEVER INFORMED ABOUT THE LOCATION OF TFC AFTER TKOF AND WAS SURPRISED WHEN I HAD TO TURN TO AVOID HIM. I FEEL I WAS LEFT OUT OF THE LOOP IN THE COM PROCESS AND HAD SEVERAL PROBS WITH APCH AND TWR AT RIC ARPT. I FEEL THAT TKOF CLRNC FOR MY ACFT SHOULD HAVE NEVER BEEN GRANTED AND THE LOCATION OF THE B707 SHOULD HAVE MADE MORE CLR TO US. I CALLED THE TWR SUPVR OF RIC AND HE INFORMED ME THAT THE B707 SHOULD NOT HAVE TURNED L AND WAS NOT INSTRUCTED TO DO SO. I BELIEVE THAT THE B707 SHOULD HAVE EXECUTED A R TURN VERSUS L AND/OR FOLLOWED THE PUBLISHED PROC TO AVOID US.
