Reported in 4 mi from airport. Announced inbound (hot air balloon -- track was 040 degrees). Requested landing clearance. Told to remain clear. Reiterated request. Told to land on grass, clear of construction. Acknowledged. Tried to get standard clearance 'clear to land.' controller abruptly told me to stay clear of frequency, I complied. After 1 min, I asked why I wasn't receiving requested clearance/service. Abruptly told 'clear to land' then chastised. Pilot complied with aim/far. Controller failed to issue timely clearance. Controller unaware of limitations/procedures involving hot air balloons.
