Narrative:

I was given an IFR flight plan direct to an intersection (scape). Flight plan included flying runway heading initially (350 degrees). After contacting departure (harrisburg) I was told I was off course. He said I was assigned 310 degrees and told me to turn to it. I interpreted the flight plan to mean fly runway heading until contact with departure, then direct to scape. I should have clarified before takeoff how they wanted me to navigation to the intersection.

Title: PLT OF GRUMMAN AA5B HAS PROB WITH HEADING ASSIGNMENT ON IFR CLRNC. FLEW RWY HEADING INSTEAD OF VECTOR HEADING AFTER DEP.

Narrative: I WAS GIVEN AN IFR FLT PLAN DIRECT TO AN INTXN (SCAPE). FLT PLAN INCLUDED FLYING RWY HEADING INITIALLY (350 DEGS). AFTER CONTACTING DEP (HARRISBURG) I WAS TOLD I WAS OFF COURSE. HE SAID I WAS ASSIGNED 310 DEGS AND TOLD ME TO TURN TO IT. I INTERPRETED THE FLT PLAN TO MEAN FLY RWY HEADING UNTIL CONTACT WITH DEP, THEN DIRECT TO SCAPE. I SHOULD HAVE CLARIFIED BEFORE TKOF HOW THEY WANTED ME TO NAV TO THE INTXN.
