Narrative:

On a routine flight from msp to inl, NOTAMS dictated the ALS and runway lights were OTS for runway 31/13, and the MALSR's were operable. Upon our in range call (approximately 50 mi out) we verified the MALSR's were operable with the company. However, when the lights were 'clicked on,' the MALSR's did not illuminate. We determined that adequate daylight was left to make a visual landing without incident, which we did. The runway lights have been OTS for weeks at international falls which could present a hazardous situation for any aircraft landing after sunset. Supplemental information from acn 376619: regularly scheduled flight from minneapolis, mn, to international falls, mn. Preflight preparation resulted in NOTAMS for runway 13/31 ALS OTS. Flight was scheduled to arrive prior to official night. MALSR were confirmed to be working upon in-range call (50 NM out) by inl operations. When lights were clicked on from aircraft, lights shorted out. Adequate daylight was left to make a visual approach to runway 31 without incident. Runway and ALS at inl have been OTS for weeks resulting in several diverted flts because of arriving past point of adequate daylight. Suggest ALS and runway light be fixed as soon as possible!

Title: RWY LIGHTS OTS AT INL, MN, WHICH HAD THE PLT ACTIVATE THE LIGHTS FOR THE RWY. ACFT WAS A BAE3100 ON A REGULAR PAX FLT.
