Narrative:

We received our pre departure clearance via ACARS and loaded it into the FMS. The pre departure clearance included a new departure for ewr called the arthur kill 1 departure (vector) effective jul/xx/97. We briefed the departure headings and altitudes and since the arthur kill 1 is a vector SID we assumed we would be vectored to parke intersection, our first point on the flight plan. During taxi out, we received a full rerte for thunderstorms. In addition, there were thunderstorms in the vicinity of the airport. We received the rerte verbally from ewr clearance delivery. We understood the clearance was as follows: 'arthur kill 1 departure radar vectors parke J6 hvq J78 fam....' the new routing was loaded into the FMS and we departed runway 22R. While established on a 250 degree heading and waiting for a vector to parke, ATC asked if we were intercepting the sbj 100 degree radial. We said no, that we expected a vector to parke. ATC informed us we should have intercepted the sbj 100 degree radial as published on the SID. ATC gave us a heading to intercept the sbj 100 degree radial and the flight proceeded normally.

Title: MD11, WHILE FLYING THE EWR ARTHUR KILL 1 SID, MISREAD CHART, DEPENDED ON THE FMS AND FAILED TO NOTICE THEY WERE TO INTERCEPT THE SBJ 100 DEG RADIAL. RPTR CITES POOR CHART DESIGN. THE PDC CONTAINED THE SID BUT APPARENTLY NEVER GOT BEYOND THE VECTOR HDG.

Narrative: WE RECEIVED OUR PDC VIA ACARS AND LOADED IT INTO THE FMS. THE PDC INCLUDED A NEW DEP FOR EWR CALLED THE ARTHUR KILL 1 DEP (VECTOR) EFFECTIVE JUL/XX/97. WE BRIEFED THE DEP HDGS AND ALTS AND SINCE THE ARTHUR KILL 1 IS A VECTOR SID WE ASSUMED WE WOULD BE VECTORED TO PARKE INTXN, OUR FIRST POINT ON THE FLT PLAN. DURING TAXI OUT, WE RECEIVED A FULL RERTE FOR TSTMS. IN ADDITION, THERE WERE TSTMS IN THE VICINITY OF THE ARPT. WE RECEIVED THE RERTE VERBALLY FROM EWR CLRNC DELIVERY. WE UNDERSTOOD THE CLRNC WAS AS FOLLOWS: 'ARTHUR KILL 1 DEP RADAR VECTORS PARKE J6 HVQ J78 FAM....' THE NEW ROUTING WAS LOADED INTO THE FMS AND WE DEPARTED RWY 22R. WHILE ESTABLISHED ON A 250 DEG HDG AND WAITING FOR A VECTOR TO PARKE, ATC ASKED IF WE WERE INTERCEPTING THE SBJ 100 DEG RADIAL. WE SAID NO, THAT WE EXPECTED A VECTOR TO PARKE. ATC INFORMED US WE SHOULD HAVE INTERCEPTED THE SBJ 100 DEG RADIAL AS PUBLISHED ON THE SID. ATC GAVE US A HDG TO INTERCEPT THE SBJ 100 DEG RADIAL AND THE FLT PROCEEDED NORMALLY.
