Narrative:

Air carrier flight XXX on jul/yy/97 sdf-phl. The captain noticed on the weight and balance that the airplane had been loaded not in accordance with air carrier procedures. This was pointed out to the loading supervisor at the airplane who radioed in to load planning. They acknowledged the problem and then announced that the weight of the can in question had been misweighed. The new weight was 600 pounds heavier than the original weight and balance, but the overall aircraft weight did not change. The captain questioned the validity and was assured it was accurate. We departed uneventfully. Upon closer examination of the 'new' weight and balance and the original weight and balance, another can had lost exactly 600 pounds. At philadelphia, the captain had the cans reweighed and discovered the original weight and balance was correct. So in order to prevent a further delay of 15-30 mins, the load planners knowingly put false information on our weight and balance. To correct this problem from happening again in the future, safety needs to be re-emphasized as the most important factor and there needs to be some sort of legal action allowed to be taken to not only remove him/her from his job/position and to also file criminal charges. Supplemental information from acn 375410: the problem arose from the air carrier tying promotions and pay raises to on time aircraft departures. The problem was discovered by the crew comparing the first and second weight and balance sheets and having the freight weighed upon arrival. The corrective action is to notify air carrier and file this report. Somehow everyone associated with the movement of aircraft must be immune from any disciplinary action by the air carrier. I believe the individual did this out of fear of losing his job.

Title: A HVT FREIGHTER HAS A DISCREPANCY IN THE WT AND BAL. HOWEVER, THE TOTAL WT NEVER CHANGES. CAPT FEELS THE LOADERS WERE NOT HONEST AT SDF, KY.

Narrative: ACR FLT XXX ON JUL/YY/97 SDF-PHL. THE CAPT NOTICED ON THE WT AND BAL THAT THE AIRPLANE HAD BEEN LOADED NOT IN ACCORDANCE WITH ACR PROCS. THIS WAS POINTED OUT TO THE LOADING SUPVR AT THE AIRPLANE WHO RADIOED IN TO LOAD PLANNING. THEY ACKNOWLEDGED THE PROB AND THEN ANNOUNCED THAT THE WT OF THE CAN IN QUESTION HAD BEEN MISWEIGHED. TO CORRECT THIS PROB FROM HAPPENING AGAIN IN THE FUTURE, SAFETY NEEDS TO BE RE-EMPHASIZED AS THE MOST IMPORTANT FACTOR AND THERE NEEDS TO BE SOME SORT OF LEGAL ACTION ALLOWED TO BE TAKEN TO NOT ONLY REMOVE HIM/HER FROM HIS JOB/POS AND TO ALSO FILE CRIMINAL CHARGES. SUPPLEMENTAL INFO FROM ACN 375410: THE PROB AROSE FROM THE ACR TYING PROMOTIONS AND PAY RAISES TO ON TIME ACFT DEPS. THE PROB WAS DISCOVERED BY THE CREW COMPARING THE FIRST AND SECOND WT AND BAL SHEETS AND HAVING THE FREIGHT WEIGHED UPON ARR. THE CORRECTIVE ACTION IS TO NOTIFY ACR AND FILE THIS RPT. SOMEHOW EVERYONE ASSOCIATED WITH THE MOVEMENT OF ACFT MUST BE IMMUNE FROM ANY DISCIPLINARY ACTION BY THE ACR. I BELIEVE THE INDIVIDUAL DID THIS OUT OF FEAR OF LOSING HIS JOB.
