Narrative:

Unidented aircraft indicating 14000 ft on a 1200 code flying in the vicinity of the slc VORTAC 345 degree radial, 22 DME. A B757 climbing out of slc airport leaving approximately 11300 ft was instructed to turn right heading 080 degrees. The traffic was issued. A controller from across the room hollered, 'I think they dropped jumpers' after having heard the traffic issued. The B757 was instructed to increase rate of turn and advised of the possibility of jumpers. The conflict alert alarmed. The aircraft passed approximately within 1/2 mi and 500 ft or less. The B757 pilot stated that he had the aircraft on TCASII and subsequently reported it in sight. The pilot stated that he didn't see any jumpers. It was determined later that jumpers were indeed in the air. The unidented traffic was in contact with ogden tower. The jump aircraft indicated to ogden tower that they didn't have the B757 in sight. Once the jumpers were out of the aircraft, it descended rapidly, causing the conflict between the 2 aircraft. Callback conversation with reporter revealed the following information: reporter stated the jump aircraft was some type of cessna and indicated the jump operations were operating above the class B airspace with the jumpers going into the class B. Reporter said that ogd tower coordinates with the TRACON sector handling ogd traffic prior to communication with the jump aircraft for jump release. Reporter indicated that the tower may not stay on the line long enough while the TRACON sector coordinates with others regarding any conflicting traffic, the jump aircraft might release the jumpers without the full traffic picture. Reporter indicated there is a LOA with ogd being reworked concerning the jumper activity but it is taking a long time to finalize.

Title: OPDEV WHEN ADJACENT APCH FACILITY FAILED TO COORD GOING TFC INTO RPTR'S AIRSPACE REQUIRING RPTR TO TAKE EVASIVE ACTION WITH ACFT AT THE SAME ALT UNDER RPTR'S CTL.

Narrative: UNIDENTED ACFT INDICATING 14000 FT ON A 1200 CODE FLYING IN THE VICINITY OF THE SLC VORTAC 345 DEG RADIAL, 22 DME. A B757 CLBING OUT OF SLC ARPT LEAVING APPROX 11300 FT WAS INSTRUCTED TO TURN R HEADING 080 DEGS. THE TFC WAS ISSUED. A CTLR FROM ACROSS THE ROOM HOLLERED, 'I THINK THEY DROPPED JUMPERS' AFTER HAVING HEARD THE TFC ISSUED. THE B757 WAS INSTRUCTED TO INCREASE RATE OF TURN AND ADVISED OF THE POSSIBILITY OF JUMPERS. THE CONFLICT ALERT ALARMED. THE ACFT PASSED APPROX WITHIN 1/2 MI AND 500 FT OR LESS. THE B757 PLT STATED THAT HE HAD THE ACFT ON TCASII AND SUBSEQUENTLY RPTED IT IN SIGHT. THE PLT STATED THAT HE DIDN'T SEE ANY JUMPERS. IT WAS DETERMINED LATER THAT JUMPERS WERE INDEED IN THE AIR. THE UNIDENTED TFC WAS IN CONTACT WITH OGDEN TWR. THE JUMP ACFT INDICATED TO OGDEN TWR THAT THEY DIDN'T HAVE THE B757 IN SIGHT. ONCE THE JUMPERS WERE OUT OF THE ACFT, IT DSNDED RAPIDLY, CAUSING THE CONFLICT BTWN THE 2 ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE JUMP ACFT WAS SOME TYPE OF CESSNA AND INDICATED THE JUMP OPS WERE OPERATING ABOVE THE CLASS B AIRSPACE WITH THE JUMPERS GOING INTO THE CLASS B. RPTR SAID THAT OGD TWR COORDINATES WITH THE TRACON SECTOR HANDLING OGD TFC PRIOR TO COM WITH THE JUMP ACFT FOR JUMP RELEASE. RPTR INDICATED THAT THE TWR MAY NOT STAY ON THE LINE LONG ENOUGH WHILE THE TRACON SECTOR COORDINATES WITH OTHERS REGARDING ANY CONFLICTING TFC, THE JUMP ACFT MIGHT RELEASE THE JUMPERS WITHOUT THE FULL TFC PICTURE. RPTR INDICATED THERE IS A LOA WITH OGD BEING REWORKED CONCERNING THE JUMPER ACTIVITY BUT IT IS TAKING A LONG TIME TO FINALIZE.
