Narrative:

I was flying northbound to smo VOR on 132 degree radial at 4500 ft with the correct altimeter setting, with my landing light on, navigation lights on, squawk XXXX and I announced my entry in the VFR corridor of lax on 128.55. The C172 flew sbound at 4500 ft in opposite direction on the same radial. I made a right turn and the C172 did the same. This plane was supposed to be at 3500 ft, he was not on the radio.
