Narrative:

I was the PNF and was off communication #1 (ATC) picking up ATIS and getting gate information when ATC had cleared us on the fuzzy four arrival to las with a clearance to cross fuzzy intersection at FL190. After receiving the ATIS I began monitoring communication #1 (ATC) and called for the flight attendant to come to the flight deck to give her the gate information, while I was doing this I heard ATC ask us if we were going to make our crossing restr. I turned around and saw that we were 3000 ft high on the descent. I felt that since we had not been given a speed restr we could still make fuzzy at FL190 and told ATC we could. I then told the first officer to increase speed to 335 KIAS and use full speed brakes. Center then told us to contact las approach. During this time the first officer had not increased the speed and had only taken the speed brake out of the down detent. I then selected 335 KIAS and put the speed brake in the flight detent. By this time I realized we would not make our crossing restr at fuzzy but I was unable to contact las approach because of frequency congestion to ask them for relief on the altitude or an off course vector. We missed the fix by 700 ft. I suggest all capts keep a close eye on new first officer and for the first officer to listen to their captain when they are given instructions.

Title: FO OF A B737-300 FAILED TO DSND FAST ENOUGH TO MAKE AN ARR XING RESTR EVEN THOUGH THE CAPT DIRECTED HIM TO INCREASE THE SPD OF THE DSCNT WITH SPD AND SPD BRAKES.

AFTER RECEIVING THE ATIS I BEGAN MONITORING COM #1 (ATC) AND CALLED FOR THE FLT ATTENDANT TO COME TO THE FLT DECK TO GIVE HER THE GATE INFO, WHILE I WAS DOING THIS I HEARD ATC ASK US IF WE WERE GOING TO MAKE OUR XING RESTR. I TURNED AROUND AND SAW THAT WE WERE 3000 FT HIGH ON THE DSCNT. I FELT THAT SINCE WE HAD NOT BEEN GIVEN A SPD RESTR WE COULD STILL MAKE FUZZY AT FL190 AND TOLD ATC WE COULD. I THEN TOLD THE FO TO INCREASE SPD TO 335 KIAS AND USE FULL SPD BRAKES. CTR THEN TOLD US TO CONTACT LAS APCH. DURING THIS TIME THE FO HAD NOT INCREASED THE SPD AND HAD ONLY TAKEN THE SPD BRAKE OUT OF THE DOWN DETENT. I THEN SELECTED 335 KIAS AND PUT THE SPD BRAKE IN THE FLT DETENT. BY THIS TIME I REALIZED WE WOULD NOT MAKE OUR XING RESTR AT FUZZY BUT I WAS UNABLE TO CONTACT LAS APCH BECAUSE OF FREQ CONGESTION TO ASK THEM FOR RELIEF ON THE ALT OR AN OFF COURSE VECTOR.
