Narrative:

Flight departing cle at XA25 with 1 engine going in taxi. We were cleared to runway 23R by taxiway U, hold short at taxiway U, runway 28. Nearing taxiway U, I stopped to start the right engine. Ground said hurry up by taxiway U runway 28, hold short runway 23R, commuter on runway 28 waiting to follow you, monitor the tower. We finished starting the right engine and doing the checklist. Upon crossing 1/2 way across runway 23L, tower said without delay position and hold runway 23R you did not have clearance to cross runway 23L. I said there must be some confusion on the clearance. No reply. We positioned and held runway 23R then cleared for takeoff runway 23R. No other traffic was involved. If taxi instructions given were less aggressive and runway departure areas were not so close together, there would be less chance of confusion.

UPON XING 1/2 WAY ACROSS RWY 23L, TWR SAID WITHOUT DELAY POS AND HOLD RWY 23R YOU DID NOT HAVE CLRNC TO CROSS RWY 23L. I SAID THERE MUST BE SOME CONFUSION ON THE CLRNC. NO REPLY. WE POSITIONED AND HELD RWY 23R THEN CLRED FOR TKOF RWY 23R. NO OTHER TFC WAS INVOLVED. IF TAXI INSTRUCTIONS GIVEN WERE LESS AGGRESSIVE AND RWY DEP AREAS WERE NOT SO CLOSE TOGETHER, THERE WOULD BE LESS CHANCE OF CONFUSION.
