Narrative:

Due to thunderstorms, numerous aircraft were rerted into ZMP airspace and then east into toronto center airspace. The safe, orderly and expeditious flow of traffic was interrupted when it came time to handoff the airplanes to toronto center. Due to inadequate staffing and equipment and flow controls, ZMP was understaffed and no overtime called in. Czyz was also under staffed. Not only were we working much more traffic than usual with inadequate staffing, the traffic was difficult because the airplanes were deviating and had to be rerted around WX. On top of all of these conditions, there is no automation of flight plan information between the united states and canada, nor is there automation of radar handoffs. Flow restrs were non existent or inadequate. All of this led to an ugly system breakdown where eastbound traffic was turned west and safety was in question.

Narrative: DUE TO TSTMS, NUMEROUS ACFT WERE RERTED INTO ZMP AIRSPACE AND THEN E INTO TORONTO CTR AIRSPACE. THE SAFE, ORDERLY AND EXPEDITIOUS FLOW OF TFC WAS INTERRUPTED WHEN IT CAME TIME TO HDOF THE AIRPLANES TO TORONTO CTR. DUE TO INADEQUATE STAFFING AND EQUIP AND FLOW CTLS, ZMP WAS UNDERSTAFFED AND NO OVERTIME CALLED IN. CZYZ WAS ALSO UNDER STAFFED. NOT ONLY WERE WE WORKING MUCH MORE TFC THAN USUAL WITH INADEQUATE STAFFING, THE TFC WAS DIFFICULT BECAUSE THE AIRPLANES WERE DEVIATING AND HAD TO BE RERTED AROUND WX. ON TOP OF ALL OF THESE CONDITIONS, THERE IS NO AUTOMATION OF FLT PLAN INFO BTWN THE UNITED STATES AND CANADA, NOR IS THERE AUTOMATION OF RADAR HDOFS. FLOW RESTRS WERE NON EXISTENT OR INADEQUATE. ALL OF THIS LED TO AN UGLY SYS BREAKDOWN WHERE EBOUND TFC WAS TURNED W AND SAFETY WAS IN QUESTION.
