Narrative:

A leaking brake line found on preflight. Maintenance elected to captain line deactivating associated brake. The MEL procedures for this circumstances proved cumbersome and inadequate. A flaps 5 takeoff is required but the operational data manual and airport restrictions manual did not provide takeoff weight limits for flaps 5. After a discussion with flight control they too were unable to resolve the corrections. Flight was delayed until brake line was repaired. The MEL should present the crew with clear instructions and adequate data to make all corrections accurately.

Title: TKOF DELAYED WHILE ACFT EQUIP PROBLEM IS CORRECTED ACCOUNT MEL REQUIREMENTS FOUND TO BE INADEQUATE. AERO PUBLICATION DEFICIENCY PRESENTATION.

AFTER A DISCUSSION WITH FLT CTL THEY TOO WERE UNABLE TO RESOLVE THE CORRECTIONS. FLT WAS DELAYED UNTIL BRAKE LINE WAS REPAIRED. THE MEL SHOULD PRESENT THE CREW WITH CLR INSTRUCTIONS AND ADEQUATE DATA TO MAKE ALL CORRECTIONS ACCURATELY.
