Narrative:

Took off in 10 mph surface wind that I expected to die off before landing, but ended up landing in 12 mph wind. Descent rate too fast, was not going to clear power lines valved to hit an envelope rather than the basket. Struck wires at level of skirt and envelope settled softly to ground. No injuries. Remained in basket until crew let us know envelope was off of wires. Got out of basket. Noticed several areas of smoldering fire in envelope put out fire with fire extinguishers. Should have given wires more clearance in the windy condition. Waited longer for wind to go down or for larger landing area.

Title: HOT AIR BALLOON, TBW-FF7 ATTEMPTED LNDG IN 12 MPH WIND AND HIT PWR LINES. ENVELOPE FOLDED TO THE GND WITH SOME SMOLDERING FIRE FROM THE PWR LINES. RPTR EXTINGUISHED FIRE.

Narrative: TOOK OFF IN 10 MPH SURFACE WIND THAT I EXPECTED TO DIE OFF BEFORE LNDG, BUT ENDED UP LNDG IN 12 MPH WIND. DSCNT RATE TOO FAST, WAS NOT GOING TO CLR PWR LINES VALVED TO HIT AN ENVELOPE RATHER THAN THE BASKET. STRUCK WIRES AT LEVEL OF SKIRT AND ENVELOPE SETTLED SOFTLY TO GND. NO INJURIES. REMAINED IN BASKET UNTIL CREW LET US KNOW ENVELOPE WAS OFF OF WIRES. GOT OUT OF BASKET. NOTICED SEVERAL AREAS OF SMOLDERING FIRE IN ENVELOPE PUT OUT FIRE WITH FIRE EXTINGUISHERS. SHOULD HAVE GIVEN WIRES MORE CLRNC IN THE WINDY CONDITION. WAITED LONGER FOR WIND TO GO DOWN OR FOR LARGER LNDG AREA.
