ATCT local controller observed a PA28 entering the left traffic pattern for runway 29L have an near midair collision with another PA28 that was already established on downwind. Controller barely had time to warn the aircraft of the potential conflict.

Narrative:
PA28 X on left downwind runway 29L, while PA28 Y entered left downwind runway 29L nearly broad-siding PA28 X on his entry. I just did have enough time to alert PA28 X of the impending situation. The aircraft missed each other.
