Narrative:

Taxi instructions from ground were vague and unclr, however, since traffic was light, I proceeded toward departure runway with the intent to clarify as we got closer to runway. We were changed to tower first who told us to taxi onto runway 28 and hold short of runway 23L. As I was still thinking about the original confusion on taxi and looking for approaching traffic while complying with tower instructions, I was distraction and didn't see the runway 23L hold short lines which are painted on runway 28. I stopped just past this line and tower then instructed me to taxi forward across runway 23L and into position on runway 23R for departure. This was all done with an aircraft on 1 1/2 mi final to runway 23L and an aircraft holding in position on runway 23R. I have had similar events at cleveland airport due to the close proximity of 3 runways and txwys.
