Narrative:

At FL310 while in IMC in a slight left turn for WX deviation, just leaving J36, TCASII gave an RA and climb command with traffic at 12 O'clock 800 ft below climbing into our path. First officer was flying and began a maximum effort climb while continuing the turn off airway due to the WX. We climbed 400 ft and the RA ceased as traffic moved to our rear. ZMP advised us that the traffic was being handled by ZAU and had been recently handed off. The traffic was an air carrier freighter DC8 with no TCASII and had not been advised of our presence. If we had not turned off airway or had not responded immediately, we would have more than likely collided at FL310 on airway, head-on. Somebody dropped the ball big time on this one.

Title: AN ACR MD80 FLC RESPONDED CORRECTLY TO A TCASII RA AND MISSED AN ACR DC8 FREIGHTER THAT DID NOT HAVE TCASII BY APPROX 400 FT. THE DC8 HAD BEEN UNDER CTL OF ZAU AND THE MD80 WAS UNDER CTL OF ZMP.

Narrative: AT FL310 WHILE IN IMC IN A SLIGHT L TURN FOR WX DEV, JUST LEAVING J36, TCASII GAVE AN RA AND CLB COMMAND WITH TFC AT 12 O'CLOCK 800 FT BELOW CLBING INTO OUR PATH. FO WAS FLYING AND BEGAN A MAX EFFORT CLB WHILE CONTINUING THE TURN OFF AIRWAY DUE TO THE WX. WE CLBED 400 FT AND THE RA CEASED AS TFC MOVED TO OUR REAR. ZMP ADVISED US THAT THE TFC WAS BEING HANDLED BY ZAU AND HAD BEEN RECENTLY HANDED OFF. THE TFC WAS AN ACR FREIGHTER DC8 WITH NO TCASII AND HAD NOT BEEN ADVISED OF OUR PRESENCE. IF WE HAD NOT TURNED OFF AIRWAY OR HAD NOT RESPONDED IMMEDIATELY, WE WOULD HAVE MORE THAN LIKELY COLLIDED AT FL310 ON AIRWAY, HEAD-ON. SOMEBODY DROPPED THE BALL BIG TIME ON THIS ONE.
