Narrative:

I was working as 'cabin attendant coordinator' at vny tower when an inbound gulfstream jet and an outbound cessna had to abruptly turn to avert an immediate conflict. 2 other aircraft were also involved. Gulfstream X departed bur airport (probably runway 15) VFR inbound to vny airport 6 mi west. The 101 freeway is 2 mi south of both airports and runs east/west. The gulfstream was instructed to fly west over of the 101 freeway (a typical maneuver) and make right traffic runway 16R. Cessna Y IFR had previously departed east. I pointed out to the LC1 controller, a future traffic conflict with these 2 aircraft. LC1 passed traffic to gulfstream X as I 'shouted' over the land line to the radar controller that the gulfstream was going to stay at 2000 ft MSL because of the cessna. Cessna Y was 2600 ft MSL and climbing now and was not a factor. I said this loudly so the LC1 controller would hear this and realize his second cessna departure (Z) was becoming a factor. LC1 still did not respond to this growing conflict. I pointed to the departure on the d-brite radar and told him directly. LC1 did not pay attention to me and departed astrajet zz IFR wbound. I was surprised when LC1 departed this astrajet because of the inbound gulfstream, when a departure time was not critical. The event: gulfstream X was 2 mi southeast of the airport 'wbound' at 2000 ft MSL. Cessna Z was 1 mi south of the airport climbing straight out, altitude about 1800 ft MSL. Astrajet zz had just rotated and was climbing south in preparation of turning west on departure SID. Gulfstream X turned hard right to the north, at least 60 degrees bank. Cessna Z also turned hard right to the west about 90 degrees bank descending. Astrajet zz was starting climb out when he throttled back (I heard this) and he stopped climbing abruptly. Gulfstream X turned hard left back to the west across astrajet zz path and completed making right traffic. Astrajet zz continued climbing and departure SID. During the event I lost track of what LC1 was saying to the pilots but thought that he used poor judgement from the start. Also the sports talk about the night's basketball game probably played some role in the event. Gulfstream X probably came within 1/4 mi of cessna Z and about 1/2 mi in front of astrajet zz. All aircraft were doing as instructed.

RPTR TRIED TO WARN THE LCL CTLR OF THE POTENTIAL CONFLICTS AND DID COORDINATE WITH ADJACENT FACILITY ON ONE ACFT. THE LCL CTLR SEEMED UNAWARE OF WHAT WAS HAPPENING EVEN WHEN THE RPTR POINTED OUT THE PROBS. THE G3 AND ONE C172 TOOK EVASIVE ACTION AND THE AJ25 SLOWED HIS CLB TO AVOID THE G3. LCL CTLR JUDGEMENT SEEMED POOR TO THE RPTR.

I POINTED OUT TO THE LC1 CTLR, A FUTURE TFC CONFLICT WITH THESE 2 ACFT. LC1 PASSED TFC TO GULFSTREAM X AS I 'SHOUTED' OVER THE LAND LINE TO THE RADAR CTLR THAT THE GULFSTREAM WAS GOING TO STAY AT 2000 FT MSL BECAUSE OF THE CESSNA. CESSNA Y WAS 2600 FT MSL AND CLBING NOW AND WAS NOT A FACTOR. I SAID THIS LOUDLY SO THE LC1 CTLR WOULD HEAR THIS AND REALIZE HIS SECOND CESSNA DEP (Z) WAS BECOMING A FACTOR. LC1 STILL DID NOT RESPOND TO THIS GROWING CONFLICT. I POINTED TO THE DEP ON THE D-BRITE RADAR AND TOLD HIM DIRECTLY. LC1 DID NOT PAY ATTN TO ME AND DEPARTED ASTRAJET ZZ IFR WBOUND. ASTRAJET ZZ CONTINUED CLBING AND DEP SID. DURING THE EVENT I LOST TRACK OF WHAT LC1 WAS SAYING TO THE PLTS BUT THOUGHT THAT HE USED POOR JUDGEMENT FROM THE START. ALSO THE SPORTS TALK ABOUT THE NIGHT'S BASKETBALL GAME PROBABLY PLAYED SOME ROLE IN THE EVENT. GULFSTREAM X PROBABLY CAME WITHIN 1/4 MI OF CESSNA Z AND ABOUT 1/2 MI IN FRONT OF ASTRAJET ZZ. ALL ACFT WERE DOING AS INSTRUCTED.
