Narrative:

En route to ord from dsm we were descending to 10000 ft. Passing approximately 14000 ft we were reclred to 9000 ft. Upon passing 10000 ft first officer (PF) neglected to slow to 250 KTS. At 9700 ft I said '250 KTS,' she replied 'are we assigned 250 KTS?' I replied 'no but we are below 10000 ft.' embarrassed, she deployed the speed brakes and started to slow to 250 KTS. Shortly after reaching 9000 ft we were at 250 KTS. This was the beginning of a high workload environment and it was very early in the am. First officer stated during ride to the airport that morning that she didn't get a very good night's sleep. Contributing factor -- most of first officer's experience was in a turboprop prior to joining the airline. I have flown with this first officer all month and she has done an outstanding job. Sometimes you just get a 'mindblock' -- that's why there are 2 of us up front.

FO STATED DURING RIDE TO THE ARPT THAT MORNING THAT SHE DIDN'T GET A VERY GOOD NIGHT'S SLEEP. CONTRIBUTING FACTOR -- MOST OF FO'S EXPERIENCE WAS IN A TURBOPROP PRIOR TO JOINING THE AIRLINE. I HAVE FLOWN WITH THIS FO ALL MONTH AND SHE HAS DONE AN OUTSTANDING JOB. SOMETIMES YOU JUST GET A 'MINDBLOCK' -- THAT'S WHY THERE ARE 2 OF US UP FRONT.
