Narrative:

Starting approach, outside IAP fix, gear extended from a ruptured hydraulic actuator. Went missed at FAF and performed manual gear extension using abnormal checklist. After obtaining gear down and locked status, left hold and shot approach (circle to land at minimums). Lost sight of runway turning downwind to base, continued turn and found runway turning final. Descended to landing without incident. Factors: 1200 pounds of fuel left. Didn't want to travel to alternate with gear down at 180 KTS for fuel consumption. Whole area was going down. Didn't plan an alternate. Dispatched without alternate. It's possible that I should have declared an emergency due to the fact that we may have had to go IMC (briefly) while circling to land. Fuel burn was the biggest consideration!

DSNDED TO LNDG WITHOUT INCIDENT. FACTORS: 1200 LBS OF FUEL LEFT. DIDN'T WANT TO TRAVEL TO ALTERNATE WITH GEAR DOWN AT 180 KTS FOR FUEL CONSUMPTION. WHOLE AREA WAS GOING DOWN. DIDN'T PLAN AN ALTERNATE. DISPATCHED WITHOUT ALTERNATE. IT'S POSSIBLE THAT I SHOULD HAVE DECLARED AN EMER DUE TO THE FACT THAT WE MAY HAVE HAD TO GO IMC (BRIEFLY) WHILE CIRCLING TO LAND. FUEL BURN WAS THE BIGGEST CONSIDERATION!
