Narrative:
On descent to 13000 ft on milton 1 arrival to lga, both pilots failed to reset altimeters to local barometric setting passing FL180. Both altimeters were set at 29.92 and the local altimeter was 29.48 which resulted in a 400 ft altitude deviation. Controller issued the local altimeter and stated there was no conflict! Contributing factors were a 2 pilot cockpit and an arrival with numerous VOR/radial changes.

Title: MLG FLC FAILS TO RESET ALTIMETER WHEN DSNDING THROUGH FL180. RADAR CTLR INDICATES THEY ARE NOT AT ASSIGNED ALT.
Narrative: ON DSCNT TO 13000 FT ON MILTON 1 ARR TO LGA, BOTH PLTS FAILED TO RESET ALTIMETERS TO LCL BAROMETRIC SETTING PASSING FL180. BOTH ALTIMETERS WERE SET AT 29.92 AND THE LCL ALTIMETER WAS 29.48 WHICH RESULTED IN A 400 FT ALTDEV. CTLR ISSUED THE LCL ALTIMETER AND STATED THERE WAS NO CONFLICT! CONTRIBUTING FACTORS WERE A 2 PLT COCKPIT AND AN ARR WITH NUMEROUS VOR/RADIAL CHANGES.
