Narrative:

C207 with 6 passenger was on short final for runway 28 at ani, ak. I was acting as PIC. The aircraft was the third in line for landing, 2 other C207's had just landed and a C207 was on a 3 mi final. While almost over the threshold aircraft Y, a C207 with the last 3 call letters xyz, rolled onto the active runway without a radio call or without slowing down, rolled onto the active runway. I initiated a go around to keep sight of the accelerating aircraft Y. I side-stepped the aircraft to the right. This caused me to overfly the village of aniak at full power at a low altitude. Upon reaching about 200 ft, the aircraft Y airplane broadcast it was departing runway 28 at ani. I climbed to a safe altitude and turned crosswind to land on runway 28. My passenger were so startled that one had grabbed my arm during the maneuver. A safe landing was made. Aircraft Y never indicated having seen my plane on short final or at any other point.

Title: A C207 WAS ON SHORT FINAL AT ANI. A SECOND C207 ENTERED THE RWY AT THE LAST SECOND FORCING A GAR. THE PLT OF THE SECOND ACFT SEEMED UNAWARE THAT HE HAD BEEN INVOLVED IN A CRITICAL CONFLICT.

WHILE ALMOST OVER THE THRESHOLD ACFT Y, A C207 WITH THE LAST 3 CALL LETTERS XYZ, ROLLED ONTO THE ACTIVE RWY WITHOUT A RADIO CALL OR WITHOUT SLOWING DOWN, ROLLED ONTO THE ACTIVE RWY. I INITIATED A GAR TO KEEP SIGHT OF THE ACCELERATING ACFT Y. I SIDE-STEPPED THE ACFT TO THE R. THIS CAUSED ME TO OVERFLY THE VILLAGE OF ANIAK AT FULL PWR AT A LOW ALT. UPON REACHING ABOUT 200 FT, THE ACFT Y AIRPLANE BROADCAST IT WAS DEPARTING RWY 28 AT ANI. I CLBED TO A SAFE ALT AND TURNED XWIND TO LAND ON RWY 28. MY PAX WERE SO STARTLED THAT ONE HAD GRABBED MY ARM DURING THE MANEUVER. A SAFE LNDG WAS MADE. ACFT Y NEVER INDICATED HAVING SEEN MY PLANE ON SHORT FINAL OR AT ANY OTHER POINT.
