Depart swf at XX47, runway 34, clearance to 5000 ft. Swf departure control cleared us to 9000 ft and switch to ZNY. ZNY advised, abc traffic at 2 O'clock and 10000 ft. Passing approximately 7000 ft, ZNY reported, abc has you in sight, will maintain visual, climb to 17000 ft. At approximately passing 8000 ft, TCASII advised 'traffic,' followed by 'reduce climb.' decreased angle and rate of climb per TCASII RA. Abc aircraft passed above and behind approximately 800-1000 ft and 1 1/2 NM. We were cleared by center to 17000 ft too soon. Aircraft separation, responsibilities, and terminology must be reviewed and disseminated to pilots and controllers as soon as possible.
