Narrative:

An unsafe operation which is putting lives in grave danger is occurring almost on a daily basis. 2 maps are attached for reference. XXX runs a skydiving business out of xyz airport and jumps on or about the las 200 degree radial, 24 DME. This jump zone is directly on one of las's major arrival rtes and just outside class B airspace, therefore we have no control over their operation. There has been several times in the past I've had to deviate IFR aircraft around this area because of jumping. The situation which happened today was a jump plane who reported 2 mins to jump. Aircraft was issued traffic 5 mi south of his position descending northbound. Aircraft acknowledged traffic as 'looking.' jump aircraft then reported 'jumpers out the door,' a B737 was directly under jump aircraft at 8000 ft, jump aircraft was approximately 12500 ft. Even though jump aircraft was advised of other traffic, they still jumped over and in the path of an air carrier. These people do this all the time, this is an extreme safety hazard. It is my opinion that if this operation isn't moved away from aircraft and is allowed to continue 'as is,' las TRACON will suffer a major air carrier aircraft accident. Callback conversation with reporter revealed the following information: reporter alleges that the county has been trying to resolve the parachuting operations problem by having it moved to another location but the operator refuses to move. Reporter said a copy of his report was given to a person from the county per a request after learning of the report.

ACFT WAS ISSUED TFC 5 MI S OF HIS POS DSNDING NBOUND. ACFT ACKNOWLEDGED TFC AS 'LOOKING.' JUMP ACFT THEN RPTED 'JUMPERS OUT THE DOOR,' A B737 WAS DIRECTLY UNDER JUMP ACFT AT 8000 FT, JUMP ACFT WAS APPROX 12500 FT. EVEN THOUGH JUMP ACFT WAS ADVISED OF OTHER TFC, THEY STILL JUMPED OVER AND IN THE PATH OF AN ACR. THESE PEOPLE DO THIS ALL THE TIME, THIS IS AN EXTREME SAFETY HAZARD. IT IS MY OPINION THAT IF THIS OP ISN'T MOVED AWAY FROM ACFT AND IS ALLOWED TO CONTINUE 'AS IS,' LAS TRACON WILL SUFFER A MAJOR ACR ACFT ACCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ALLEGES THAT THE COUNTY HAS BEEN TRYING TO RESOLVE THE PARACHUTING OPS PROB BY HAVING IT MOVED TO ANOTHER LOCATION BUT THE OPERATOR REFUSES TO MOVE. RPTR SAID A COPY OF HIS RPT WAS GIVEN TO A PERSON FROM THE COUNTY PER A REQUEST AFTER LEARNING OF THE RPT.
