Narrative:

Cleared to taxi to runway 9 via taxiway K, taxiway west, taxiway south to hold short of runway 4L. Given a frequency change just prior to taxiway west. While changing frequency, captain taxied aircraft about 8-10 ft past hold line for runway 4L (still 20-30 ft short of runway) and stopped. Commuter aircraft on final for runway 4L was given go around. We are not sure of reason for go around.
