Narrative:

During preflight first officer noticed some cowl latches open. Aircraft maintenance had not finished signing the logbook and some maintenance check paperwork was still in the logbook. 10 mins before departure a mechanic came on board to sign the logbook. I asked did you close the cowl latches? He looked up and gave an affirmative nod. We pushed back started, taxied out and had a normal takeoff on runway 12. After takeoff tower advised that the right cowl was flapping. I returned for an uneventful landing on runway 9R. After landing cowl left the aircraft. We taxied clear shut down the engine had it inspected and returned to the gate. Landed overweight 215000 pounds normal touchdown no brakes used till about 80 KTS.

AFTER TKOF TWR ADVISED THAT THE R COWL WAS FLAPPING. I RETURNED FOR AN UNEVENTFUL LNDG ON RWY 9R. AFTER LNDG COWL LEFT THE ACFT. WE TAXIED CLR SHUT DOWN THE ENG HAD IT INSPECTED AND RETURNED TO THE GATE. LANDED OVERWT 215000 LBS NORMAL TOUCHDOWN NO BRAKES USED TILL ABOUT 80 KTS.
