Narrative:

While climbing out we received a clearance from ZBW, 'turn right 190 degrees and intercept J174 and contact ZNY.' it was the first officer's leg. I adjusted the CDU and told the first officer LNAV was available. I contacted ZNY. They said, 'remain on a 190 degree heading, climb to FL190.' I pointed to 190 degree heading and climbed to FL190. The flight attendant came into the cockpit talking to me about a L1 door making a squealing sound. She was obviously new to her job. I tried to find out how bad it was. My first officer was now intercepting the airway instead of flying 190 degrees on the last assigned ATC clearance. A small amount of time had expired. We were now 50 degrees off our heading. ZNY asked us if we were on the 190 degree heading. I said no, however, we were turning back. I also explained we were distraction (me). The first officer is a person from a foreign country, his communications in the english language are fair. I feel we need to uphold the far part 1 definition law, rule. Read, write, and speak the english language. No green card holders -- we can't fly in their country. Also, the first officer needs to reply with the clearance.

I CONTACTED ZNY. THEY SAID, 'REMAIN ON A 190 DEG HDG, CLB TO FL190.' I POINTED TO 190 DEG HDG AND CLBED TO FL190. THE FLT ATTENDANT CAME INTO THE COCKPIT TALKING TO ME ABOUT A L1 DOOR MAKING A SQUEALING SOUND. SHE WAS OBVIOUSLY NEW TO HER JOB. I TRIED TO FIND OUT HOW BAD IT WAS.
