Narrative:

We were cleared to FL240 by curacao control. Approximately 5 mins later, we received a TA on TCASII. We observed on TCASII, as well as visually, an aircraft at FL240 at approximately the 10 O'clock position, level. At that time, we received an RA to descend, which we did, to FL230. Once we were clear of the traffic, we climbed back to FL240 and attempted to query curacao control as to why we were both cleared to FL240. No reply was forthcoming and we continued on uneventfully to aua.
