Narrative:
I relieved controller from flight data and local control. Local controller indicated he had 1 aircraft and nothing else. I noticed during the briefing, the local controller glanced to the west for a few seconds and then vacated the mobile tower. Curious to know what he had looked at, I looked to the west with the binoculars and I observed an FAA maintenance vehicle parked west of taxiway A1 and also observed 3 personnel at the boundary of the approach end of runway 11 walking off the runway towards the vehicle, boarded the vehicle, and departed the area. This is the second incident of this type with this individual in the last 2-3 weeks. Again, this individual at one time did state to me, 'I heard you are trying to sabotage our efforts to get radar, I want you to know that if you sabotage our efforts to get radar, and we don't get radar, we will hold it against you, and you may not be working here anymore.'

Title: A CTLR BEING RELIEVED ON LCL CTL DID NOT BRIEF THE RELIEVING CTLR ABOUT MAINT PERSONNEL NEAR THE RWY BOUNDARY.
Narrative: I RELIEVED CTLR FROM FLT DATA AND LCL CTL. LCL CTLR INDICATED HE HAD 1 ACFT AND NOTHING ELSE. I NOTICED DURING THE BRIEFING, THE LCL CTLR GLANCED TO THE W FOR A FEW SECONDS AND THEN VACATED THE MOBILE TWR. CURIOUS TO KNOW WHAT HE HAD LOOKED AT, I LOOKED TO THE W WITH THE BINOCULARS AND I OBSERVED AN FAA MAINT VEHICLE PARKED W OF TXWY A1 AND ALSO OBSERVED 3 PERSONNEL AT THE BOUNDARY OF THE APCH END OF RWY 11 WALKING OFF THE RWY TOWARDS THE VEHICLE, BOARDED THE VEHICLE, AND DEPARTED THE AREA. THIS IS THE SECOND INCIDENT OF THIS TYPE WITH THIS INDIVIDUAL IN THE LAST 2-3 WKS. AGAIN, THIS INDIVIDUAL AT ONE TIME DID STATE TO ME, 'I HEARD YOU ARE TRYING TO SABOTAGE OUR EFFORTS TO GET RADAR, I WANT YOU TO KNOW THAT IF YOU SABOTAGE OUR EFFORTS TO GET RADAR, AND WE DON'T GET RADAR, WE WILL HOLD IT AGAINST YOU, AND YOU MAY NOT BE WORKING HERE ANYMORE.'
