Controller exchanged traffic between a departing IFR B747 and a VFR C310 receiving flight following. Both pilots reported the other in sight. The controller instructed the C310 pilot to pass below the B747. The B747 pilot reacting to a TCASII alert, descended towards the C310 and entered adjacent facility airspace without authority/authorized. The C310 pilot reacting to the descent, turned away from the B747.

B747 issued VFR traffic. Said he had in sight. VFR issued traffic said he had in sight. VFR told to maintain visual separation from climbing B747 and pass under. B747 called TCASII descent. VFR C310 called turning left. B747 descended into suu approach airspace without coordination.
