Narrative:

On approach to phx from abq on the fossl 3 arrival, we were to cross tonto at 12000 ft, 250 KTS. FMS was in profile descent with a speed to maintain of 300 KIAS in the descent. The FMS started to slow the rate of descent at 13000 ft and I programmed the FMS to slow to 250 KTS. I was late and slow making the speed change and we crossed tonto at 280 KTS. Phx approach asked our speed and we replied with 280 KTS slowing to 250 KTS. Phx asked our aircraft and another aircraft about speed restr for descent. We gave them 300 KTS to slow to 250 KTS at tonto. The other aircraft did the same. Supplemental information from acn 361620: airplane was an airbus 300 equipped with 3 IRS's and 2 FMS's. ZAB issued descent clearance and stipulated we cross tonto intersection at 12000 ft MSL and 250 KTS. During the descent, the first officer entered the constraints into the FMS and then accessed the tactical mode and input 300 KTS for the descent airspeed. Descent proceeded uneventfully and I became distraction with other things in the cockpit. As we leveled off at 12000 ft MSL, I looked up and noticed that we were crossing tonto at the assigned altitude but at an airspeed of 300 KTS. The first officer stated that he had been too slow in taking the airplane out of the tactical mode in order to allow it to meet the assigned constraints.

THE FO STATED THAT HE HAD BEEN TOO SLOW IN TAKING THE AIRPLANE OUT OF THE TACTICAL MODE IN ORDER TO ALLOW IT TO MEET THE ASSIGNED CONSTRAINTS.
