Narrative:

No staffing. I was on duty with all position combined, moderate traffic. Approach couldn't get me to give me inbounds, so they did not give them. They just cleared them for the approach then switched them. PA28 inbound PA32 departing PA32 called ready. PA28 was not in sight and instructed to report turning final. He never reported. I cleared the PA32 for takeoff, never saw PA28 on short final. (He was obstructed by bottom of tower shade.) PA32 held short, I canceled takeoff clearance. Too short staffed, too busy, pilots not following instructions, approach control screw-ups. P.south. Lancaster does not have a BRITE.

Title: ATCT LCL CTLR, WORKING ALL TWR POS COMBINED, TOLD A PA28 TO RPT TURNING FINAL AND IN THE MEANTIME CLRED A PA32 FOR TKOF. THE PA32 SAW THE PA28 ON A SHORT FINAL AND HELD HIS POS. THE RPTR THEN SAW THE PA28 AND CANCELED THE TKOF CLRNC FOR THE PA32. RPTR SAYS STAFFING TOO SHORT AND APCH CTL NOT COORDINATING PROPERLY.

Narrative: NO STAFFING. I WAS ON DUTY WITH ALL POS COMBINED, MODERATE TFC. APCH COULDN'T GET ME TO GIVE ME INBOUNDS, SO THEY DID NOT GIVE THEM. THEY JUST CLRED THEM FOR THE APCH THEN SWITCHED THEM. PA28 INBOUND PA32 DEPARTING PA32 CALLED READY. PA28 WAS NOT IN SIGHT AND INSTRUCTED TO RPT TURNING FINAL. HE NEVER RPTED. I CLRED THE PA32 FOR TKOF, NEVER SAW PA28 ON SHORT FINAL. (HE WAS OBSTRUCTED BY BOTTOM OF TWR SHADE.) PA32 HELD SHORT, I CANCELED TKOF CLRNC. TOO SHORT STAFFED, TOO BUSY, PLTS NOT FOLLOWING INSTRUCTIONS, APCH CTL SCREW-UPS. P.S. LANCASTER DOES NOT HAVE A BRITE.
