Narrative:

Low visibility, snow, BE36 on ILS runway 8 landed. Instructed to contact ground. Aircraft cleared runway, taxied across active runway 31. When called by local, pilot said I'm sorry I forgot to switch radios. On local, I thought aircraft was on ground control. Ground was doing WX, did not see aircraft taxiing. Somewhere, somehow pilots, especially GA and students have to get the flick that this practice can kill someone. ATC, due to traffic diversions, or aircraft may not be on correct frequency or not on frequency at all. Cannot do anything about it.

Title: A BE36 LANDED RWY 8 AND IN CLRING THE RWY DID NOT CONTACT GND CTL WHO WAS BUSY MAKING A NEW ATIS BROADCAST. THE ACFT TAXIED ACROSS ANOTHER ACTIVE RWY, RWY 31, WITHOUT A CLRNC. THE LCL CTLR DISCOVERED AT THAT TIME THE ACFT WAS STILL ON HIS FREQ. THE PLT APOLOGIZED.

ON LCL, I THOUGHT ACFT WAS ON GND CTL. GND WAS DOING WX, DID NOT SEE ACFT TAXIING. SOMEWHERE, SOMEHOW PLTS, ESPECIALLY GA AND STUDENTS HAVE TO GET THE FLICK THAT THIS PRACTICE CAN KILL SOMEONE. ATC, DUE TO TFC DIVERSIONS, OR ACFT MAY NOT BE ON CORRECT FREQ OR NOT ON FREQ AT ALL. CANNOT DO ANYTHING ABOUT IT.
