Narrative:

I fly for an air carrier at dayton airport, oh. We are a carrier operating under far part 121 with FAA operations specification. We were dispatched to kevv on a scheduled flight. Due to mechanical and WX delays we arrived at kevv much later than originally scheduled and found the tower to have ceased operations. Our operations specification paragraph regarding terminal area IFR operations outside controled airspace did not list kevv for approved operations under that condition. We contacted our company flight operations (via commercial radio), since there is often a delay in distribution of operations specification changes to aircrews following approvals and/or changes, and we wanted to ascertain if we were approved for this kind of operation into kevv. Our flight operations responded that we were approved to conduct these operations into kevv. We subsequently made a VFR approach and landing at kevv under the control of ZID and with information provided by them.

Narrative: I FLY FOR AN ACR AT DAYTON ARPT, OH. WE ARE A CARRIER OPERATING UNDER FAR PART 121 WITH FAA OPS SPEC. WE WERE DISPATCHED TO KEVV ON A SCHEDULED FLT. DUE TO MECHANICAL AND WX DELAYS WE ARRIVED AT KEVV MUCH LATER THAN ORIGINALLY SCHEDULED AND FOUND THE TWR TO HAVE CEASED OPS. OUR OPS SPEC PARAGRAPH REGARDING TERMINAL AREA IFR OPS OUTSIDE CTLED AIRSPACE DID NOT LIST KEVV FOR APPROVED OPS UNDER THAT CONDITION. WE CONTACTED OUR COMPANY FLT OPS (VIA COMMERCIAL RADIO), SINCE THERE IS OFTEN A DELAY IN DISTRIBUTION OF OPS SPEC CHANGES TO AIRCREWS FOLLOWING APPROVALS AND/OR CHANGES, AND WE WANTED TO ASCERTAIN IF WE WERE APPROVED FOR THIS KIND OF OP INTO KEVV. OUR FLT OPS RESPONDED THAT WE WERE APPROVED TO CONDUCT THESE OPS INTO KEVV. WE SUBSEQUENTLY MADE A VFR APCH AND LNDG AT KEVV UNDER THE CTL OF ZID AND WITH INFO PROVIDED BY THEM.
